　　此阶段指组委会的初始阶段，起始于主办城市身份确定之日，截止于下一阶段工作的开始。在此阶段内，组委会组成，执委会成立，高层管理人员招募到位；同时，确认与奥运会相关的立法需求、确定组委会管理结构，以及构思奥运会形象。在此阶段，组委会需要产生的文件包括国际奥委会/组委会总体进度表（Master Schedule）、场馆和基础设施建设进度表初稿、场馆和基础设施责任矩阵，以及总体战略计划（Global Strategic Plan）等。

　　The initial phase of each OCOG starting when the Host City is selected and ending when the next phase begins. Within this phase the OCOG is incorporated, the Board is formed, top management staff are recruited, the need for Games-related legislation is identified, corporate governance structure is selected and the image of the Games is envisioned. Outputs during this phase are the IOC/OCOG Master Schedule, the first version of the Venue and Infrastructure Construction Schedule, the Venue and Infrastructure Responsibility Matrix and the Global Strategic Plan.

　　La phase initiale de chaque COJO débute lorsque la ville hôte est sélectionnée et se termine lorsque commence la prochaine phase. Durant cette phase, le COJO est constitué en société, le conseil d'administration formé, le personnel de direction recruté, les besoins en terme de législation spéciale pour les Jeux identifiés, la structure de gouvernance d'entreprise choisie et l'image des Jeux conçue. Sont produits durant cette phase : le plan directeur CIO/COJO, la première version du calendrier de construction des sites et des infrastructures, la matrice de responsabilité des sites et des infrastructures et le plan stratégique global.
